Use the hello command instead:
doc = client.admin.command('hello')
max_bson_size = doc['maxBsonObjectSize']
max_message_size = doc['maxMessageSizeBytes']
max_write_batch_size = doc['maxWriteBatchSize']

Also add documentation for TopologyDescription.apply_selector.
