Test Python 3.8 on Travis
Python 2.6 on Solaris 11 is built with -std=c99. That causes
build issues for our time64 code, which needs localtime_r and
tzset. Including Python.h in time64.c provides the necessary magic.
It's use of sprintf sets off security scanners.
We could have used snprintf instead following
glibc's implementation of asctime_r but we don't
actually use any of these functions in PyMongo so
seems easier and less contentious to just remove
them.
